Youth Academy
You can 'pull a youthie' from your Youth Academy once each week, after the regular weekly finance updates have taken place. You can choose the nationality of the player. Everyone pulls 17yo players.
Youth pulls are a lottery in reality - the level and distribution of the player's starting skills is completely random. However, you can add tiny amounts of 'skill' onto those randomly chosen starting levels by using ITS when you create your player.
Intensive Training Sessions (ITS)
You can choose to buy Íntensive Training Sessions - by accruing and then allocating ITS to a youth pull, you can improve the player's starting skills.
Each ITS session costs $2k to buy - you can buy up to 10 ITS sessions each week. ITS will accrue until you choose to use them. The maximum ITS you can accrue is 100 ITS.
ITS can be allocated to your youth player before you promote him. Your ITS adds a very small amount of skill onto the attributes you allocated them to before you promote him.
You can allocate these ITS sessions in any way that you want, but you cannot assign any more than 12 sessions to one skill.

Youth Academy condition
The condition of the YA determines how many ITS you can spend on a player when creating him.
You can improve the condition of your Youth Academy - repair costs $30k to raise it one whole level.
The condition of the Youth Academy deteriorates a small amount per week. All academies experience some (sub-level) deterioration each week. It drops about 1 whole level every 10-11 weeks. Unless your academy is at rock-bottom worthless it is always degrading at the same rate.
The maximum condition that the youth academy building can have is superb.
Maximum total ITS
The maximum amount of ITS you can use is determined by the age of the player you are creating, and the level of your Youth Academy.
